If there's no alternate model, the you'll need 3ds max or blender to remove the stand.
Alternatively you could give the doodad a negative height (selecting the doodad and pressing Page Down adds -0.1 height) to sink the stand into the ground, making it less visible.
If the stands are too short, you could scale up the Z axis of the doodad and see how that looks.
Nice work! but is it possible to remove the stands of the monorails? Im having trouble using it on my city because its too short and always get in the way.
Import it and then go into data, you need to add it as a model, and then add it as a doodad in actors. (Just find another doodads in actors and duplicate it, then change the model/names to what you imported)
Here's two practical examples of what I mean, took these really quick from a map im working on.
The first pic you can see I've just layed out the very basic road shapes and blocked out roughly where buildings will go. Then into mspaint to draw on some more smaller roads.
Pic #2 shows what it becomes, my example is more of a middle-eastern desert town, but the same principles will apply if you are building a bustling metropolis. Road layout - buildings - details (in that order).

all comes down to vision. vision block minimum is 1 field, pathing for example can be more precise than that. if vision is only blocked by huge structures, not so important you can lower the size of all models to your liking. i lowered the size of units/models in Ling Slayers at about 25% where it doesnt look akward yet when 1 field is blocking vision.
