Yes. I think they don't want the bottom UI to get in the way which is very big. And to make it balanced on each side they blocked it the same on each side.
I would just let anyone make whatever they like. I don't think it's a reason to give up on a project because it's not unique. I believe any project has reason to exist as long a it's fun for the mapper.

It is a four player map designed with 1on1 in mind on the Aiur setting. The natural expansions are easily defended but hidden paths and destructible rocks may provide attack oppurtunities for enemy players. Island expansions provide additional resources. A single Xel'Naga Watchtower is overlooking the central battlefield.
You can find this map on EU-Battle.net by searching for 'Twisted Meadows XE'.
Changes: Basically many trees were switched with cliffs and the neutral buildings were replaced with more expansions. There is a XN Tower in the center and some LOS Blockers and Destructible Rocks aroudn the map. Some hidden paths have been added and Rocks at the second entrance of each base.
Activision merged with Vivendi who owned Blizzard a couple of years ago. The Blizzard brand is very strong, strong enough to put its name on the other end of the merger instead of Vivendi. The Blizzard we know just functions as a developing company. Activision finances and distributes their games. Details to this are unknown to me and the next poster.
Functional understanding aside, term-wise we've already had blizzard-supported mods in warcraft 3.
As I read it somewhere there are three levels of end-user-modification to a game.
Mutator: Changes one or few attributes of a game, as these changes could have small or great impact on a game. Like changing unit stats or allowing/disallowing certain units. The overall game stays the same.
Mod(ification)s: Changes rules of a game so far as to turn it into a different kind of game. Like 3rd person shooters.
Total Conversions: Changes almost all aspects of a game, using only the core engine elements, to create an entirely different game. Imagine a Warcraft 4-in-Starcraft 2-mod where all data art and game mechanics are replaced.

You can't add nazis in SC2. It could be downloaded in germany where nazis aren't allowed in video games.

I think on many of those models the portrait is the actual important thing to do. Units might as well be standard stuff.
