This isn't a units ability it's more of an environmental effect, like a thunderstorm. I need to make lightning strikes that don't come from a unit or player. I searched and the only thing I found was how to make this a unit ability but that's not what I am after. I tried running a trigger that creates the archon's beam actor but it game me errors. How would I go about making a lightning strike fall from the sky?

Ok, but how do I trigger something like what was in that tutorial to happen? Since this isn't a unit ability I won't have an button to push to cause the ability to trigger (unless I totally misinterpreted what I saw). From what you posted it would appear that I could make in it an ability and just have a unit cast it....but, I don't need it to be an ability/spell. Is there a more efficient way of doing it? Like, creating effects....creating actors at points? That way I don't have to go through the whole process of making it an ability? Is there a way to trigger an ability through triggers if said ability doesn't belong to any units?
I don't want it to be an isolated event, it needs to occur across the entire map (wherever any players units are).

Yessir, but that just gives the illusion of what I am needing. The doodad doesn't have lightening bolts and I can't apply damage to units that are struck. The best thing I can relate it to is the Thunderstorm ability of the sorceress from diablo 2. But, like I said it isn't an ability I want a unit to use....just the effect of it. Basically I need to pick random units from anywhere in the map, land a lightning bolt on their head, do damage. It needs to be an interactive (??) weather effect that can do damage......I don't feel I am explaining this well enough, heh.
Ill try to get a make shift trigger up and post it here, see if that gets me anywhere.

I've done exactly what you are trying to do in my map, Malum Ruina. You should play it sometime :)
Anyway, what I did was make a unit which uses the Archon's beam as its actor model. The unit has a timed life behavior of like 0.25 seconds so it dies almost as soon as it's created (to simulate lightning.) I also have the Protoss Small Building explosion model set as its death model for extra cool stuffs. I also add a search effect to the unit which applies splash damage to anything nearby.
Next is the complicated stuff. I use a duplicated observer unit and order that to move around the map somewhat at random. I use a trigger to periodically check the outside region for player units and, if at least one is there, order the observer to move near that unit.
Anyway, when the lightning storm activates, I attach a region to the observer with a radius of 15 or 20 and create the lightning units at random intervals. I use a timer to dictate the length of the storm and a quadratic equation to sort of accelerate the rate of lightning strikes towards the beginning of the storm and slow them down towards the end.
That's more or less the gist of it. Hope that helps.

i recommend reading this tutorial + Beams in combination with triggers only to create effect in random points.
Other cheap method could be some kind of normal actor thicken x y and stretched in z but you would need some decent model
