I read the FAQ and used the search button - no joy.
I'm having this odd problem in one section of my map where the cliff brush tool simply refuses to raise the height, instead making it uniform. I have two different types of cliff, but I've tried toggling cliff merging to no effect. It's especially odd because I just made a bridge next to the area I'm working on using the same procedure and it worked perfectly... I can't understand it. I've tried closing/reopening the file just in case it bugged out - but the cliff brush is just not doing what I've asked it to do anymore. Has anyone seen this?
For example, I click on the height = 2 high ground with the uniform height tool - instead of staying uniform, it drops down to the height 1. When I try to use the + height tool, it just drops it again or remains uniform... I literally have not been able to get the + height tool to work correctly for the last few hours. It's so frustrating - I mean I just did this 5 seconds ago.
Just for future reference - I eventually gave up trying to finesse it and just chased the problem around the map with my cliff brush - every time I raised a piece of terrain another piece somewhere else dropped - I eventually just it right into another cliff wall where it vanished like a very irritating ghost! -.O,- I have no idea.
Final Edit: I don't think I fixed it correctly, but I just kept switching between cliff types until all the heights were where I want them... is there something specific governing the function of the cliff brush that I'm not aware of?
I suggest taking your triggers and units to a new map. Sounds like an editor bug to me.
