Done as you said. Didn't help, there were still no regions to chose from. Then I decided to try 'localeidinstall=enGB', and it worked, I have my regions list back. Thank you!

Have you tried to login to the CN regions recently? I guess this might related to the special setting of CN region.
basically, it seems they renamed the old regions.xml to sc2_regions.xml (to divide sc2 and heroes?)
That's why the old regions.xml no longer worked.
Just rename it and it worked again.
New workaround heard from the Blizz people:
Put this to your SC2 installed folder.

Try this:
1. Close Editor, Game and BDA
2. Go to 'My Document\StarCraft II\EditorVariables.txt'
3. Set 'localeidinstall=enUS', if there is no 'localeidinstall=', manually add one
4. Save.
5. Start the Editor from directly run the .exe, and not from the BDA
