I don't think that Blizzard have to actualy pay attention to mods. The whole Arcade site is kind of volunteer work, so cannot be judged. The Arcade site is like whatever.
The real problem is their inconsistent tools, which constantly breaks data and annoys the shit out of me. Look at WC3 editor. It was realy a rock-solid tool that was hard to break, it was reliable and it didn't change with each new patch. The sc2 editor, while having much superior functionality is a pain in the ass. As my shit broke when patch 1.5 comes out, so it is with 3.0.
I'm tired to patch the holes with some stupid workarounds instead of having the only way to PROPERLY doing things. I fucking hate the word "workaround". You do things right or it's fucking garbage. Where is that legendary "Blizzard Quality"? Why some assets got screwed in the new patches? Hell, guys from Blizzard. Polish the editor for yourself, not for me, so it will be pleasure to use. Some solid software piece like Adobe products or at least your own WC3 editor..
