about your poll, i think sc2 editor is best, you can basically do everything that is in the scope of an rts. the competetion is more on the frontend for the user, and yes popularity systems suck.

i dont think client side hosting is an advantage over server side hosting. one of the very few things that were better by design in sc2 than wc3.
i didnt use the dota2 tools much yet but from what i see there the development will take even longer than in sc2. if i had to make a scale with effort to create something i would put it so: unity > dota 2 > sc2 > wc3
i don't know if it makes sense to give a community such powerful tools without a possibility to easily do things, because most ppl have no programming background.
i dont want to say sc2 is perfect, in my opinion they did well with the editor but way worse with bnet0.2 compared to wc3. the arcade could have been so much more.
