Render to Texture allows you to render the view of a camera onto a texture. This is useful for things such as television screens, mirrors, and other similar objects. I however don't think it would be possible due to the fact that you have to link the camera to the texture. You're also incapable to use a casual camera to make the connection you have to use "CAMERAS FOUND INSIDE MODELS". There are models that are nothing but a camera. The model being Rendered also has to have a RTT channel too. I haven't been able to figure out a way to be able to do this outside of the CSE.
SMHyperionBidgeBriefingCenter is a good example of a model with an RTT channel.

Also going back a bit to the fountain. For a layered one I know HoTs gave water ripple effects if that would help at all.

I agree a multi tier fountain would look nicer, but it isn't necessary.
I like that mana fountain very nice. You should consider making a real fountain as there are none existing and I know I'd like one.

Looks pretty nice however the textures make it look like a circus toy. Normal looks good hard to tell though.
