I don't think is is possible to recreate all aspect of the X-com games. I'd love to be wrong though. X-Com is the only other sci-fi game that competes with Starcraft in my mind, but I only like the first one.

Well it is possible to recreate the tactical battles, including soldier equipment as it has been done for Diablo and WoW mods, it is also possible to recreate the destructible scenario to some extent, but what about the base control and planning? And Earth and everything else? That may not be possible, or at least would require a team with huge experience with the editor.
i was thinking in a blizzard sentence "everything in the game is usefull in the editor" then maybe they can take for example the ,planet chose system, to change a single planet defence to a enterie galaxy defense, then the base system is a litle map whit your Star craft terran ,facilities...

I mean if you want the whole ..... day to day .... ufo's crashing , going and defending, finding new technologies <sub><sub> intercepting ufos, and so on</sub></sub>
If I really set out to do it .... I know I could X-com UFO defense to about 90% exactly the same for the non-tacticile stuff. The fighting in a grid would take some creative changes but it is doable as people have demonstrated already.
Its possible to create the Items in a array with stats type list and so on..... handle all dmg by triggers
Hell if you really wanted to you could reuse all the same sprites for the game.... but that would make it unsellable in the market and un-uploadable.
Let me put it this way..... if you were to pay me 10 bucks and hour I could prolly get this done for you...... thats cash.... or pay pal btw.....
Btw theres an open-source community that has a remake of X-com .... not really sure if its active anymore.....

How big does the multiplayer need to get?
I can't imagine something like this working that well past 4 people or so...

I'd make any map for $10 per hour.
Hours is such a bad metric for determining the rate of pay on working on a map.
A mapmaker could just exploit that by taking forever making the map, taking the long way instead of the efficient way.
