Name is tentative. I'm going to be dropping thoughts here, like a notepad. I'm not sure if it's worth finishing, but it doesn't hurt to try.
It's a game where Earth runs out of oil, so now oil companies (players) head to the moon to establish mining operations. To mine Helium-3; most of you know H3 from the movie, The Moon, and that NASA associated SC2 map, H3 Wars (or something like that).
Anyway, the game idea is kind of like Civilization: make and manage colonies, lead troops and diplomacy. Also, additionally, the Moon colonies have to take care of Earth by sending Helium-3 back. In return, they receive materials and people necessary for colony development and a positive reputation with Earth. (Possibly Earth could die if none of the colonies sends Helium 3 but then again, colonies can achieve self-sustainment)
Shit happens in the Moon and Earth can't really do anything about it, as long as Helium-3 is brought to Earth, they won't intervene.
The mechanics are difficult to explain, maybe once I've finished up on it.
