This just isn't a thing with sc2 sadly. There's no way to get wc3 style lobbies. You can lock a player into a slot, but they can always leave and this can happily mess up any player order that you intended. You'll have to learn the new system (using "players on team" to get what team they were in during the lobby), or make your own "lobby" in the game itself.
A 3rd option is the new lobby attribute system. You can, for example, have 14 attributes and have players only be able to select one. Say you were remaking Azeroth Wars, you could have all 12 factions be lobby attributes, and have players pick which they wish to play as. It's still not as pretty nor as clear as the wc3 lobby however.
I'm used to the slot system in warcraft 3, where slots are fixed.
Apparently, whoever joins the game in sc2 first is player one, regardless of what team they are on or what slot they occupy?
I'm sure I'm just missing something in the game variants?

So.. I guess a better question is how do I implement a spectator? That's really all I need
