Trigger 1: Creating the dialog and setting 2 variables.
Dialog - Create a Modal dialog of size (700, 200) at (0, -500) relative to Center of screen
Dialog - Show (Last created dialog) for (All players)
Dialog - Hide the background image of (Last created dialog)
Dialog - Create an image for dialog (Last created dialog) with the dimensions (60, 85) anchored to Top Left with an offset of (8, 60) setting the tooltip to "" using the image Assets\Textures\btn-hero-kerriganqueenofblades.dds as a Normal type with tiled set to False tint color White and blend mode Normal
Dialog - Create an image for dialog (Last created dialog) with the dimensions (60, 85) anchored to Top Left with an offset of (530, 60) setting the tooltip to "" using the image Assets\Textures\narudex1portrait_static.dds as a Normal type with tiled set to False tint color White and blend mode Normal

Trigger 2: Updating the dialog (I made the dialog move based on the position of the mouse, all you need to do is set index=A/B

This took approx 12 minutes, including sizing and moving the dialog items.. after finding the proper images to go with them.... Which was about 6 of the minutes.

Is possible make maker in middle of two beams? Assets\Textures\ui_zerg_bar_tugofwar_nullzonemarker.dds check this, is possible make it in middle of two bars? (and will move too)

Yes, you can easily make a marker in the middle of the two beams, where you have this line: (After creating the dialog item, and setting it to a variable)
Dialog - Set Your dialog item size to ((Integer(Math)), 40) for (All players)
Under it add in:
Dialog - move "Your 2nd dialog item" to ((Integer(Math+A)), (B) for (All players)
The A in Math+A is the width of the first icon, this will take a minute of trial and error to make it stay on the seam
the B in B, is the starting height of the image, that stays the same, it should not be altered from its initial value.
The bar is based on a portion of a total value, that it "It is % based" anything you want to base that % on, you need to figure out for yourself. you have already gone through the steps of finding an average... 3 times now. If you cannot figure out how to do it a new way; stick with your old way.
Sadly, I will not send you the triggers for it; because as I have been saying for a week now, that would defeat the purpose of explaining anything to you. Above is an exact copy/paste of my triggers line for line; the only think you would gain from the file is to copy and paste something that should take 5 minutes to do yourself.
