Try to set the dialog item with the model to not accept clicks (It's a trigger action)
Also, as for the UI behind it, you could hide the game UI while this effect is in play. That could potentially be a gameplay mechanic since it would hinder the player.
Also, you need to take what someone else said about drug references seriously. If it's against the rules it's only a matter of time before it's taken down after it's published.

ok got it working, for some strange reason certain things have to be set two times, once for the dialog item and once for the portrait of the dialog item.
the effect only sets in if a certain skill is used too often, there is not really a drug reference, i just used that to make clear what i want to achieve.
for everyone who wants to use this, use the blur3_16 and use transparency to scale the effect.
ok this is how it looks like, i cant get rid of the dialog on the left side and i am not able to click anymore. trying it now with a dialog-portrait.
you can make dialogs invisible and transparent for clicks
also, I think there's a way to make it not affect the default ui by changing rendering layer or something
