Is it possible to create a passive ability to increase threat of a unit? I had a look at behaviors but didn't see anywhere to adjust the "Attack Target Priority" property that units get.

I think it's possible with Catalog manipulation somehow, but don't ask me how.
You could do a workaround - make 2 triggers, one that adds +1 to a unit's "custom variable" every X seconds if it has the threat-buff, and one that orders units to attack the threatening unit if its custom variable becomes bigger than Y.
Hmm it's a shame I can't just increase the threat value.
There may actually be one way to do this for my needs at least, it seems that there is a behavior flag that allows you to turn threat on/off for a unit - but not actually change that threat value.
