Windows 8.1, yes i have reinstalled the game TWICE, deleting all registry keys, and preferences everywhere.
I managed to extract the map files with an MPQ editor, deleted t3HeightMap and t3HeightSync and now the ground is on the floor ( lol ). The thing is, whenever i save again, the 2 files are generated again and mess up the map again.
There is something in the save process that shouldn't be happening :(
Wargirl, i always set the map height at 8.
I'll leave you this map: i just opened the editor (as you know, it open an untitled map with bel'shir terrain) and saved the map. So, it's all black now xD i haven't even touch anything.
And if you make units before saving your map, you'll be able to send them to the void after you save the map :D (as seen in the screenshot)
i have also checked the dependencies, it happens no matter which one i'm using, and i don't get any error messages.
Then, i saved a new empty map (which of course, became black).
Opened this map with the MPQ editor, and added the files that i previously extracted from the working one, replacing all the buggy things my #$%"# editor creates.
I proceded to save this new map, even gave it some different names, and there has been no problem so far :D
So from now on, everytime i have to make a new map, i can start with this empty one that i already fixed. And if for some reason i need another one, i'll have to do this again, which sucks. :(
Anyways, i still hope someone can come with a more practical solution... like ME BEING ABLE TO CREATE A MAP from scratch D;

After i create a map, save it, close it and open it again, the whole terrain of the map goes up, leaving my units groundless D':
It just happens with maps i make with my editor... if i download an already made map it works ok. So i guess the problem is on my side.
Here's a screenshot of the terrain above some fireworks: http://s29.postimg.org/cduodtvtj/Terrain_004.jpg
No matter what i do, everytime i make a new map, save it, close the editor, and reopen the map, this happens :(
My hope of becoming a pro map maker are going down the drain, help </3 plz
Please provide more details. Whats your operating system? Did you already try to reinstall the game? Cleared registry keys?
Perhaps your terrain height is initially set up at 35-45

I finally came with a workaround:
I downloaded a map that was not affected by my saving issue, like the one they have there: http://us.battle.net/sc2/en/game/maps-and-mods/tutorials/trigger/1 i opened it with a MPQ editor, and extracted t3Heightmap, t3SyncHeight, t3Terran.version and t3Terran.xml
