Outer means if the unit is in a container like a transport ability for a bunker or medivac it will apply to the unit carrying it.
Source is the intermediate caster in an effect tree. For example with a chain lightning the caster uses the ability to do the first bolt while the target to target bolts are from source to target. With applied buffs the target unit given the buff is the source for any effects used by the buff.

So Outer would be like casting psi storm on a bunker and damaging the marines inside? In the game this doesn't happen of course, but if I use Outer it will target the marines inside, right?
More like targeting the units in the bunker and then doing damage to the unit they are hiding in. To target stuff inside you need to use an Iterate family of effects, in this case the Iterate Transport effect.

I don't understand what most of these values may mean, but i'll try to define them with what they seem:
(I don't know what do they mean by "Outer" or what effect do they have)
Caster Outer Point - casts at caster's position
Caster Outer Unit - casts at caster's unit
Caster Outer Unit/Point - casts at caster's unit or position
Caster Point - casts at caster's position
Caster Unit - casts at caster's unit
Caster Unit/Point - casts at caster's unit or position
None - casts at nothing
