Hardly possible to determine exactly, since creep is neutral (who would be the owner of the creep, if creep tumors of 2 different players are creating creep at the same spot?)
Otherwise, just scan for nearby tumors/hatcherys/overlords with enabled creep urination. Would fail for trigger-placed creep and for any degenerating creep with its source destroyed, though.
Here's an idea, based off the Pylons. Each Pylon generates a field of power, but only for that player.
Give each creep tumor a buff that periodically does a search or whatever. Link whatever you need to that. Might get funky once there are opposing tumors creeping each other up.
The creator of hero attack, IIequalseipi, had a similar problem, making creep that only buffed allied zerg units. He gave the creep tumors and other sources an aura that gave *allies on creep* extra regeneration and movement speed. Since the effect was from the tumor's aura, rather than the units, it acted as though it was team-controled. By validating for creep before applying the effect, it *checked* for creep spread.

I need a way to find out the source player of creep, using either triggers or the data editor. If anyone knows, please post, because I have no idea.
