I would like to make overlords start generating creep automatically whenever a lair is completed, and also have generate creep on by default for overlords created later on in the game. But ONLY when there are no enemy zergs in the game. How is this done in the data editor? Is it better to do it with triggers?
Simple answer give them a generate creep behavior with disabling validators and requirements. Issue is if you want them to have to be still to generate creep or not. Use a Player Race validator maybe set to outer to get the you are the only zerg part working. For the needs Hive requirement, well I think that already exists.
The Overlord's creeps ability is a behavior type ability like that of the cloak used by ghosts which applies a behavior and can remove it. The actual Creep Source behavior is similar to the ones used by creep tumors and hives to make creep except it uses a different foot print.
