For example build #8 is equal to ability command #7.
Now no disrespect but that's backwards here, it is build index #8 that is equal to ability command line #9. This makes sense to me because that is why the effect ability would never work for me, There is no Train command ability present on line 9 but it was Train Command Line 8 that I was trying to activate. So that means that I must go (+1) from the build index to equal the command since the build index is the one that starts at 0 so Build index #7 would Equal Train Command #8 which was the Test Train Command I was using at the time.
The Effect: Ability Command field of the Issue Order effect starts at 0 which equals the first button/slot of the ability. For example with a Move ability that has Move, Patrol, Hold Position, Scan Move and Turn as the buttons the Effect: Ability Command number 0 is Move while number 1 is Patrol and number 4 is Turn. With the Build and Train abilities 0 is the first slot and 1 is the second slot etc.
