Can you post the flags of the Create Unit effect, might be that "uses food" is set. Maybe you could post even more of the effect. just from looking at that it seems right.
You sure u need use persistent? I see you try create 10 units over 2.5 secs and I might think u want create with these multiple units per single use. Then better set array of units, similar zerglings spawn from larvas.
Running into a persistent not working with a Create Unit effect. Anyone have any expertise in this?
Basic) Effect: Period Count 10
(Basic) Effect: Period Durations + (0.2500)
(Basic) Effect: Period Effects + (Create Zealot Unit)

Only the one Zealot is created, but this seems to be setup correctly.

(Basic) Effect: Creation Options + Birth, Drop Off, Offset By Radius, Placement, Ignore Blockers, Provide Complete Tech
(Basic) Effect: Effect - Spawn Army of the Dead Timed Life
(Basic) Effect: Spawn Unit Zergling
Editor: Editor Categories
Editor: Editor Name Army of the Dead
Editor: Editor Suffix Create Unit
And I do want a persistent because I want them spawned at intervals, not at the same time.
Have you tested to see if the persistent works with other Create Unit effects?
Try the Effect: Spawn Range field of the Create Unit effect.
