Use a Buff behaviour with a damage response on defender with a chance of 1. Get this to use a Create Persistent effect that uses a Damage effect at an offset with a small splash.
Add buff to unit and it will work automatically every time the unit is attacked. If you need details on how to set up the buff behaviour then please refer to the wiki on this site. It is just like I mentioned in the previous post except you use an Issue Order effect instead of a Damage effect.
Well for a start by having the issue order on the persistent effects initial you are ordering it to blink to the caster unit (self), the effect - effect - initial of the buff is the effect applied when the buff is applied to the unit and not the one on the damage response. I do not know what you mean by the last bit.
