I would like to have a max of 30 workers on 1 mineral field. Where do you modify this?

Look in the minerals behavior.
I did. I changed the "ideal harvester amount" to 30, the "harvest amount" and "harvest capacity" to a high state, which is what I need. Yet I can't find what makes it so only one worker mines at a time.
If you open up a fastest map you'll see that the harvester's abilties also have the bypass queue flag.
The amount is the number of the resource gained per trip while capacity is the amount the resource holds before expiring.
