In addition there is a field called "Armor Reduction" in the Damage Effects. They indicate how much reduction per armor point the effect suffers.
So with an armor reduction of 3 the Damage Effect will lose three points of damage for every point of armor. A reduction of 0 won't get stopped by any armor.
s3rius isn't exactly correct. Damage reduction via armor depends on data entries for damage effects. It just happens that armor in vanilla SC2 reduces 1 damage from most sources, but you can easily make armor reduce 2 damage from certain effects if you want. You can even make armor increase the damage a unit takes if you want to.
In other words, damage reduction is up to the map maker.
