This was possible in WCIII, although it's not as obvious in SC, i'm sure it can be done somehow. I can't think of any unit besides the immortal's hardened shell that only takes a certain type of damage or a damage reduction of sorts that is different from the average armor. Maybe look into the hero units used in the campaign, they might have some special kind of armor.
Copy and paste the guardianshield dmg reduction behavior, apply it to the ghost and set the dmg reduction to whatever you like.
You don't have to bother about only ranged because the guardian shield already works that way. However if you want to include it some day there should be a little box where you have to set "Meele" from restricted to allowed.
The buff type behavior has a field Combat - Damage Response - Kind set that to range enabled and then Combat - Damage Response - Modified Fraction to how much you want the damage reduced to. As an example look at Kerrigan - Force Shield (Spell Damage).

Is it possible to make a unit, for example ghost, have armor to resist damage that's ranged, but does nothing if the damage is melee or splash?

Read what SpaceKookie said, it's self explanatory.
