They're meaningless tags attached to damage effects that can be given meaning by the behaviors in use by your map.
In standard SC2 there are 2 behaviors that interact with damage types; Guardian Shield and Hardened Shields.
Guardian Shield interacts with the "Ranged" damage type, reducing it by 2.
Hardened Shield reduces "Melee" and "Ranged" to a max of 10, but not "Spell".
No Proc is likely used by Heroes of the Storm to designate a damaging effect that won't "proc" (not even sure that's a real word, but it's a WoW term) a secondary effect. This, as you might've guessed, is something that is given meaning by other effects in the game.
It stands for "no process" and damage types are just different categories and able to be made to do damage or not dependent on your map making desires.
