RodrigoAlves is right; Blizzard has confirmed that cliff heights are not modifiable through triggers in the editor. There's no planned support for it. I can't find the exact quote right now but the blue post went along the lines of "it would require significant changes [to the engine], so we aren't going to implement it unless there's a strong need for it".
