Ok, looks like I'll need more help than that now, turned into a big project :D.
Specific area's that need the most work at the moment include (and I'll be working on whichever area needs it): AI Scripting, Ability creation (300 to implement at the moment), creation of some specialized units, general work with actors (my weak spot) and concept design.
I hope to make much of the data for this project available as a mod for all to use, (it currently includes a rough duplication of all melee units).

In the data editor, select the table view, and view raw data options. Also, deselect the combine structure values option.
The field: CUnit_CardLayouts_LayoutButtons_SubmenuIsSticky should now be visible. Change the 0's to 1's for the command cards you want to be sticky.
Something like: ((0|0|0|0|0|0|0|0|1|1|0)|(0|0|0|0|0|0|0|0|0)|(0|0|0|0|0|0))
^(The above field value makes the SCV build cards sticky, for example).
