Compare unit flags of sieged and normal tank. Also look at actor event section.
You can try to use triggers, on event, ability reach execute stage. And in trigger create e.g. persistent effect at point you need.
I think the problem may be, that siege tank doesn't trigger ability cast stage.

It's easy. First, you should find mpq extractor to unpack your .sc2map's
You can both do any changes (exept terrain editing) and merge your work at some control points.
sc2map file contains merge friendly structures for Data editor (Abilities, Behaviours, Effect, Units, Actors etc).
For merge porposes i recommend to use Araxis Merge tool, or free tool like windiff.
All you need is to unpack his and your map in different folders, and than run merge tool to find difference in your and his files.
You will understand how to merge as far as you see difference.
Triggers merging are harder, so i recommend to merge it in sc2editor by copy-paste changes.
