I ended up resorting to using the inventory system to make do for now, at least you can setup ability buttons with a proper targetting system with that. Not perfect but I guess its the best we can do at the moment.
Shame we dont have more control over positioning and styling inventory items, yet.
Does anyone know how to get a unit to use an ability that requires a target, and then be required to pick a target?
Is there anything built in to do this, or do you need to create a complex bunch of triggers?
Lastly - what about simulating command card button presses, I guess if that was possible it might simplify things.

This is possible. You just order the Unit to use an "abilty with target" targeting a "specific target". You would have to have some kind of pre-determined target in mind though. But you can order it to attack a "point" variable or a "unit" variable depending on what kinda target the "effect/ability" uses.
You could possibly make a dialog button that ques up a spell. So that the next unit you click would be the unit your trigger uses as a target for the "ability/effect". This would be rather complicated because youd have to have a listener event that would activate when you click the frist button and then waiting untill you select a target. If doing this it would also be a good idea to have some way to cancle out of "selecting a target" or people would hate you.
Yeah thats the whole point, it's really not possible and you can't change the cursor or anything to provide decent indication that the player needs to click somewhere.
I know you can use it to target something if you specify the target, but it kinda defeats the point!

Not possible.
Only thing you can do is to fully trigger it all (and even then you won't have some of the stuff like targeting cursor).
But there's no way for simulating it.
