The trigger only removes the fog of war and black mask for the player.
You can copy a detector behavior and modify the range to a very high value to detect the whole map. Then you add the behavior to a unit.

Using triggers, how do you reveal all invisible units to a player (so buried units can be attacked?)
I used this, but it did not reveal invisible units:
Visibility - Reveal (Playable map area) for player 2 for 32767.0 seconds and Do Not check cliff level
