I'm looking for help with making custom effect models and actors. Exporting from war3/wow is also fine if you want.

Bloodlust - Buff - Rage empowering the unit. A red/orange glowing effect around the unit.
Death Mark - Debuff - Curses covers the unit. A dark cross-hare over the unit. (The ghost nuke one is fine, just non animated and 'frozen' at start sequence).
Swipe - Effect - A bloody spraying impact effect, showing a unit just took heavy damage.

Lightning Shield - Buff - a lightning streaming round a unit.
This is for Card Shuffle, it was featured before by blizzard, I'm re-updating and re-leasing it with lots of new content. Below are some screenshots, looks at the effects around the units.

The buffs are easy to make tbh, Bloodlust was just an attack speed increase, for Lightning shield its different depending whether you want the WC3 lightning shield or the WoW one (WC3 passively dealt damage around unit, WoW deals damage to attackers. For the wc3 one you will need to use the "periodic effect" field in the behavior and the WoW one will need the "Damage Response" field). Death bolt was just simple damage (Or heal if targetting undead) afaik, nothing special to do there.
These are things that are done in less than a minute tbh, if I find the time and finally get a proper internet connection again I can maybe make them (Or just talk to me on skype if you need instructions and wanna do it yourself), but I've got RuneCraft to work on and am generally lazy. No offense, I recommend you try and learn to make buffs yourself, they are honestly quite simple to make and waiting for someone else to make them will just be a waste of time and complicate things imo. I understand getting someone to make more complex things like trigger systems or complete abilities/heroes/data systems, but buffs are so easy to learn and quick to make getting someone else to do them is more of a downside than advantage I think.
Some of the actors would maybe be a bit harder to set up. Well, the lightning shield one, as we have no model that rotates around units as far as I know. I'd attach a dark warp prism to the buffed unit, then attach a Psi Storm Impact model to the dark warp prisms Target00 attachment point (I think that was it. Check the previewer) and add a Local Offset site operation to move it away from the center. Then change the time scale in the actor events for the dark warp prism to change the rotation speed, and set Opacity to 0.
Think I mis wrote the topic a bit, I'm l actually looking for model effects help, the actual abilities/spells I can do fine. So just the visuals of the buffs :) I have them all done and ready just could just be made to look better.

Rename the topic so that it includes "Actors" then ;) Any data guy will think of the effects tab when he sees effects, not actors :p

I had a testmap flying around with an actor very similar to your Lightning Shield. Just modified it a tiny bit.
The actor is currently bound to the default Marine Stimpack behavior, so it still shows the original effect of that one.
