That is what I created in Wc3 ... using dummy abilities to place a structure, run a check of your inventory for the requirements, and allow it if so.
You said the answer yourself, just do a search of the inventory for the required items. Loops are your friend.

I presume that is what he is taking about rather than defining items himself.
