I think the "unreleased" thing is meant for participants to create a map within the month available since projects that have been developed since the start of the beta would have an unfair advantage.
Sure all the trips and such for blizzcon will have the author's name on it, non transferable. But the money can.
This is flat out ridiculous. I have no idea what laws they continue referring to when they prohibit us from participating from contests. Also, for the WoW Arena tournament they managed to bend it in such a way that everyone could participate: they didn't have any prizes but after the tournament they invited the winners over for the grand finals.
Another question, they said the map has to be unreleased, original, and the submit page has to agree not to release or post anything until the contest is over ? So that's mean it has to be flat out new ? Not something we beta developed in here ?
That's what I understood from the rules. And you won't have many rights to it even after the contest.
Well, it doesn't say anywhere that the prizes are non-transferable. Not telling Blizzard isn't exactly the point since if anything, I'd rather have Blizzard credit me and keep the prizes.
Edit: Scratch that. It says they are non-transferable.

Do you think they would accept it if it were submitted by someone in an eligible country on behalf of the real author?
Only a select number of countries are allowed to participate. What a shame: I'm sad.
