I guess this is the reason why I don't see my map when published since I haven't purchased LotV and am left on HotS.
No matter which licence of StarCraft II you have, you will see all Arcade maps. You can even have no licence at all and be using the free basic version of StarCraft II and you will still see and be able to play all StarCraft II Arcade games.
The Arcade map list (not open game list) takes anywhere from minutes to hours to update with new maps. You should be able to host it before then by going to your published section and it will be there. There may be problems downloading your map if the BattleNet 2.0 servers are suffering from high traffic, which is common on the US servers every time a major patch or expansion is released for any BattleNet 2.0 game.

That is because extension mods extend LotV melee. LotV melee needs you to buy a LotV licence.
LotV Arcade maps should not need you to buy a LotV licence as all Arcade should be free (needs no licence).
