Why not use a Remove Behavior effect directly, or just use a Unit Compare Behaviour Count validator and just put it in the remove field of all debuffs so you just ened to add the purge buff to remove them.

Not really but like I said you could use it to cause negative buffs to remove themselves when you add the other buff.
