Ok, the solution is quite simple. In the Weapon - Options uncheck Only Fire At Attack Target and Only Fire While Attacking.
When a moving unit fires a weapon, it is not regarded as an attack like you would get from right clicking an enemy. That's why an attack target does not exist, and it is also not considered attacking.
Would you be able to provide an example map? I've been working on a map where I set the facing of a unit over .1 sec every .0625 sec, and have never gotten into any problems regarding casting.
Could it be that your attacks don't have the required arcs to cast in the direction you want? Try increasing weapons' and abilties' arcs to 360.
