Second: Even though banks are stored locally they're still limited in size. Banks mustn't exceed a certain limit (like.. 4kb?). So compression is useful to reduce it's size.
User\Documents\Starcraft II\Banks
User\Documents\Starcraft II\Accounts\xxx\yyy\Banks
I think Banks from custom maps are stored in a folder with a unique number as a name (this number depends on the account of the uploader).
Remember that you have to Save the bank first, before it appears.
