Actually the rolling of different launch points is caused by Attach methods which is a different data type. The launch location is determined by the Action type actor. To launch from custom launch sites requires you using Site type actors attached to hidden models at the desired offsets. You then need to Launch Force Site flag on the action actor and to put your site actor into the Target - Launch Sitefield. Try setting that to an Alias shared by all your sites. If that does not work use the tried and tested way of having duplicates of your Launch Missile effect each with their own Action actor and launch site while you use a Set effect to randomly choose one at a time.
