I'm just wondering if there is a way to make your own particle/visual effects? that would be really cool if you could, but i can't seem to find any tool for making that kind of stuff :( Does anyone know if that is possible?
Of course its possible. All you need is a 3D modelling program like 3DS Max or blender (other programs can be used, but it is not recommended since there are not m3 plug ins for every program.) As for exactly how, I can't tell you that since I am not a pro (or even novice) when it comes to using the programs.
If anyone else has any better information, please correct me.
I just think that seems rather awkward, since the other parts of the editor is so advanced and stuff, i mean, a particlesystem/effect is something you don't need a 3d modeling program for. But maybe that's the way they want things. But i guess i'm pretty screwed on that part then :P, but thanks for the awnser
what you can do is create actors in the game that use specific models
try creating a trigger that just creates actors and send messages to them to play specific animations from the model
This prolly isnt exactly what your looking for. but particals in my understanding need to be actors.
The actor event data is fairly complex and requires a good deal of time to learn fully. Im just scratching the surface of what you can do with the data editor myself.

I believe it can be done with Galaxy coding. Haven't tried it though, so I can't confirm anything.
