You'll be able to get a long way just using Mass Recall as boilerplate. I'm not for hire, but I do want to say that your $25 price point for maps is probably low. From looking at the work that I've done on our campaign, I'm guessing that would average out to about 50-75 cents an hour.
It's what I can afford to pay. The maps are finished, and somebody I spoke to estimated being about to edit at least the first mission in 5-6 hours.
I've written the campaigns to be more like original StarCraft so I've tried to keep everything simple.

Hey man I don't think you realize that this is over a year's worth of work. Creating a custom AI alone for 36 missions is well over 200 hours of work not to mention all the story elements, tech, briefings, timings, terrain, testing, etc etc. Why even bother trying to hire someone for 25 cents per hour, it's psychologically insulting at that price. I think you'd have better luck just getting someone to do it for free
I think it would be good to show and explain what you have physically completed. Better explain what you need. Anyone with dialog experience could build you a briefing screen system, and make it easy for you to setup for each mission (setting a character, background, text, ect). That would be 100 hours of work, but cover all missions. Would be worth the price to someone. Having "need triggering" though, without specifics, can be hundreds to thousands of hours, with no cap on the work required.
