As we all know, the custom map system definitely needs improvement, but so far, I believe blizzard has the right idea.
The popularity system
should not be based on number of games because that is easily abusable and does not represent how many people want to join that game. Instead it should be based on the number of players in a game when the game starts (i.e. 400 players played in the last hour). If a player plays the map 3 times in a row, they would count as 3 players. Abuse would become a lot harder.
This uses the least amount of bandwidth to create the game list since the most joined map is at the top of the list, which means displaying less data.

is quite a good idea, because otherwise, you would have to wait quite awhile for it to show up. Currently that is not a problem because in order to see more, we have to click that button.
However, the should make the system more automatic, such as displaying 2 pages of custom maps instead of 1, and auto-grabbing the next page when you scroll to the bottom of the list.
What the system is missing
is a rating system where each player should get 1 vote for a map that they can change anytime and a keyword search. Since each account needs to be purchased, the rating system can't really be abused.
Lastly, the publishing system is almost broken.
They need to fix game variants badly. They also need to combine all versions of the map in order for the popularity system to work and so that new versions will be played instead.
Other than that, sorting the list by the newest created/updated map and max number of players is definitely needed.
newest by default would not make sense (bandwidth-wise) because most people would want to join the most joined game (obviously), which also means less data transferred from grabbing new game list pages.
It is also more convenient considering each time a game is joined.

I think they should have a Newest list in addition to the popularity list, and the newest list should be the default.
