Threat System Basic AI Encounter Tirggers Unit Identification Unit Data Tables

Threat System needs a better container for threat table. Currently using unit groups. If a threat table was large enough I don't think it would be that efficent.

Not sure about any restrictions on global data table, but I use it heavily.
