During the campaign mission briefings the background music is oppressively loud and drowns out what the characters are saying. It drops off during actual gameplay. I've tried adjusting the settings in the options menu but doesn't seem to respect these settings nor have any impact on the really loud background music.
In my playthrough the briefing voices were much quieter than ingame unit voices. I didn't find a setting for briefing voices specifically. So raising volume globally to get normal briefing voices made the music loud too.
