Anyways, on topic. As others have said, donation exclusive content is against Blizzard's rules. They try their best to keep it out of their primary games, and someone high up in Blizzard (I can't remember who) said that they NEVER want any of their games to be considered a "pay-to-win" type thing. The only thing they said they will ever offer is skins for things, or other non-game changing content. (I believe they sell exclusive mounts for WoW?)
People could go back and forth for days about this. But here's the question: If you could get a definitive answer (which you can't), what would that accomplish? If "it's dying" are you going to quit? I'm curious to see what you intended on doing with the responses to this thread.
Tbh I didn't read any other posts besides your opening one because I just don't have time, but I would highly recommend that you have programming knowledge before doing any serious modding. Why did I emphasize programming? Because I didn't specify a particular language.
As long as you are well versed in logic and understand the general flow of execution, you will be able to make advanced mods fairly quickly.
Just wondering why it hasn't been made. It would be fairly easy, and I think it would be a lot of fun. I wish I still had the time to map, but sadly I do not. If someone is up for the challenge, I think Diplomacy would be a great addition to the Arcade.
I am going to be needing a graphics artist for the game I am making in Java... Perhaps this thread would be a good place to start looking haha. (Not joking though. Some of this work is really good, and was done for free.)

You would need to find someone who has made open source WC3 assets. Check the Art Assets forum, I think I remember seeing some there.
