Originally I was thinking more about map loading screens. Whatever works though, I can use photoshop for whatever you need. I just cant take screenies in starcraft, you'll have to provide those, since I'm not actually in the Beta.

This looks great, Geno. Extremely well thought out, it seems like this has been something you've been planning for quite some time. I can't wait to see it, :).
From your experience, more than actually learning the coding of triggers I would suggest you to familizarize yourself with WarCraft III world editor as it will have most of the things that the Galaxy editor is supposed to have. Anything you learn in the WE will be very useful. Don't learn JASS though instead try to learn the basic concepts of C.
Galaxy is, from what I read, a primitive language very similar to C. There are many tutorials out there.

Yup, that's correct. Galaxy is based off of C, so being familiar with that would be a plus. However, as Geno also said, i'd recommend being familiar with WorldEdit. Though, I myself have never touched WE, but i'm thinking i'll be just fine for GE.
Probably would be a good idea to show somewhere who the moderators or admins are and how to contact them in case of any issues.
I don't think I see this one but is there a post regarding rules? If not I would suggest you to make one. It will save you some time in the future. Trust me.
