I think what Blizzard meant would be that the very good (Exceptional) maps could be charged for lets say, a small fee, and they might either Do a huge improvement to the map / Give suggestions and certain technical or modding help that Blizzard specializes in / Think of hiring that person to continue the map just like what some Blizzard employees do for free, but I guess it'll just be a small fee and I wouldn't really mind as long as it's within my range of prices
So yeah, maps I guess would be worth paying for would be:

WoW Risk (I don't usually play WoW, but I like its Warcraft III maps)
SotDRP (These Roleplay games should be awesome)
Mafia
Undead Assault
The Black Road RPG (One of the biggest RPGs, and uniquely set ones)
Uther Party (Or Pyramid Escape, for that matter)
Starcraft II
Starcraft Universe
Project Vector (Once it's done)
Metal Slug (With some tweaks and I'm sure it'll be fine for a buck or two for further development)

Well, it all started when I visited my first Warcraft III modding site (Gwyida, then Haven, Diplo and currently Hiveworkshop) and well, I occasionally mod on the Starcraft II Galaxy Editor at my cousin's house (Because I'm gonna get the game at the end of the year, due to exams), so yeah(:
I wouldn't mind trying this out (Along with the Warcraft III DotA, which seems to be the best compared to other clones including Dota 2), and considering that it's just a mod, at least there'll be a chance for other new genres to emerge(:
Omg this is so awesome...
And the best part is that some of the disappointments from the changes can be fixed since most of the changes might not be the same when the game's officially released, so heh there could be more(:
At least we'll be able to use tons of new models that aren't imported from elsewhere, so the filesize would still be rather neatly kept.
And just a thought:
If they could make leagues for other 'mods' instead of just the melee games, think about it, it's just the beginning of something.
Soon, Blizzard mods can become easily accessible and have advanced leagues as well, making the game even more interesting...
Just to top it off, the better player-made mods which are approved might have their maps implemented into specific leagues as well, which would mean that it'll be so much more awesome(:
Also, it would be a good place to ask questions and give suggestions about the editor, I heard there was an employee in charge of these kind of stuff and he's rather nice.
Yeah, so get ready to see some epic add-ons to the editor(s)!
PS: Just in case they do Warcraft III as well, although that's highly unlikely, but I wouldn't shun the possibility so soon(:
The fact that Blizzard's investing into these mods can already show how much they have planned and how it would most likely be rather successful.
After all, one of the best mods of all time started in a Blizzard game, along with other mods that inspired other games.
So yeah, I kind of love Blizzard for helping the community this way in merely a single year of the game, looking forward to other updates!
PS: And trust me, Blizzard does listen to the community... Secretly(:

They still have time to add on HotS next year(:
PS: At times, Blizzard plans to add/already added those ideas we've proposed, just that they wouldn't tell us that it's done until it's released.
I remember them helping me and my community before on the 4 MB - 8 MB conversion in Warcraft III, as well as many other stuff.
They just don't say it openly to avoid certain huge problems.
So do continue to convince them, especially in BlizzCon, who knows they could even already be planning and developing it + many other stuff for the expansion!
