Not on a computer with GE right now, but can you just change it so when a player presses enter (action - UI - key pressed) that it displays an error message like "Cannot send messages"? Or is the enter/return key not listed?

For your second question, I think you can just copy a protoss unit (actors and all) and change their art-model in the actor tab to one you want. Not sure if this will work as I haven't really played around with the data editor much. Alternatively, just try changing the zealot art-model actor to something else for a test and go from there.

I'ts because you're calling the trigger every 15 seconds.
Where ever you're telling the actor to play a different animation, also turn off this trigger.
