Wont happen. Its not even easy to package the tools they used in some sort of compact(and easy to understand/use) editor for the general public.
Would be a waste of company time and resources and its doubtful the community would be able to use it to any great or meaningful use.

1. Depends. Projects itself can range from simple maps to Total Conversions.
2. Not really(but again, it depends), and you answered that question in part.
3. If its a paid position you can imagine the expected turn around time to be 'damn fast'
4. Experience, Portfolio work, Samples etc(Not limited to the Sc2 level editor). Self dedicated and passionate. That would be the general/standard criteria.
and I've been told that my artistic talent for terrain design is fantastic
Yea that reminds me of bad singers that say their friends and family think they are great.
In conclusion, I would not bank on this being a full time source of income. Definitely not. Part time source, thats a possibility.

Something that'll make people scared when they AREN'T playing the game.
For a horror game , most important elements are ambience and psychological fear(Fear of the unknown falls under this)

Some science to fill or..rather highlight gaps in evolution theory(that its broken). Kudos if you understand it(not really complicated) and can answer/make sense of everything by yourself(Which I mean, you should be able to anyway).
Will also just drop this..
Edit: The above meme was something I found and not meant to be dramatic in anyway.

I think Story is the most important element which allows everything else to fall into place. It should be the first priority. HoTs is rpg stlyed because the campaign story is focused entirely on Kerrigan.

Anyway. Some concept ideas for storyline i've been having are:
Female protoss breaking out of their patriarchal structures. Read up on womens rights to get inspiration. I think this could be a very interesting story which I doubt Blizzard would ever consider. You can have domestic violence, complicated relationships, females turning into dark templars to get rid of their problems... strong stuff, but on a small scale!
A campaign about the struggle of a group of Protoss warriors who decide to leave the way of the Zealot and join the ranks of the Dark Templars. This brings up a lot of thoughts about identity and self.
The collective against the individual
Even inside the Khala there must be conflicts. Perhaps not armed ones. But surely there must be conflicting priorities of some form.
To rebuild their forces they need a lot of Kahdarian (?) chrystals. Perhaps you could make some kind of story about them trying to harvest and protect these resources.

I would give it a try, but the video gameplay looked boring for me. Im not much of a card game fan, so, I dont know. Maybe not really my thing. Also how much skill is really involved in a game like this?. Just seems random with cards.

This is a symptom of Blizzard attempting to make their story "accessible" to everyone by dumbing down the characters plot.
Not a bad thing though. Most people I think enjoyed the campaign, having a passable story yet fun missions and gameplay(being overlooked here). Cinematics were also great. If all that covers up for an average story plot, then why not?. I dont think the story could have pleased everyone, no matter how well(subjective) it was written and executed, but the minority audience will always have to be irrelevant in those decisions.
