I think adding mist doodads manually underwater is good enough (I did it in Ikari Warriors and it looks great), as long as you don't put too much of them (would cause memory issues, and it looks ugly anyway). If you really want to edit the water tiles, I guess you can try editing lava and modify the attached effects models to its surface (bubbles, rocks jumping, etc...). I'm not sure it's how the lava tiles are done but it's worth trying, I'm pretty sure the creeped water is made that way (ie. a water tile + a model/VFX/doodad on top of it...) and I remember you can change the models used on the surface. I haven't tried though.
Yeah, you can put fish and plants with that system. A transparent water with cloud/fog doodads that have modified variations with different heights and a factor of 80% would give a pretty good result, imo, and would definitely look like a sea of clouds :).

Option 1: Are you sure he knows it was you who sent the email? Search ways to fake it wasn't you, and that it was another student pulling a joke on you. Try saying you're sorry. If that was long ago, try sending another email and then saying you're sorry or something. Of course, this option is only useful if you know you can lie successfully.
Option 2: Tell the higher-ups (what you should have done in the first place). Tell them he teaches bad, and that he gave you a bad score on purpose after you told him he should explain stuff more. If they tell you you're whining and that you got a low score because you had a bad work, they'll just look at it and see you made a good job (supposing you really made a good job).
Option 3: Play Skyrim.
And yeah, I hate retarded teachers, too, but becoming a retard like them is the worse thing you can do. You'll have to be nice with him no matter what in the future. It's your pride or your grades.
I "left" SC2, too, just too annoying. I'm super-happy making crappy android/flash games. Until Blizzard fixes Battle.net, I'm not returning. I get in-game when I'm really bored to play some league, but that's all.

PS: Note that some doodads change depending on terrain. For example, platform doodads get blue stuff when placed on Castanaar, and protoss statues have 4 variations for each planet: Bel'shir, Monlyth, Shakuras and Zhakul'das.

Couldn't you manage to get a real "cloud effect" by editing the water square model into something with particles? (custom model, of course)
I think the biggest problem achieving this is hiding the lowest parts of the cliffs, the fog is already fabulous.
