btw: SC2Localizer adds all client versions to my map if used. Via mpq I edited the GameStrings.txt so that the text is in english. But this also doesnt work.

Did you use the right effect? It's the Weapon - Effect one in your weapons fields.
Go to that and add the validator, I don't think "Location compare cliff level" is the right one btw.
EDIT: It should be "Location crosses cliff", dunno how it is called exactly in english since I normally use the german editor

I guess the values are "Equal to" and as a cliff level height value use 0, 1 or 2. You can't adjust it to the current cliff level of some unit, though.
I think it isn't possible to change the target of flying missiles.
You should try to destroy the missile on impact, create an invisible dummy unit for the owner of that missile and let it shoot the same missile again, in another direction.

1.) Can't really think of anything, maybe Increase Core Speed for movement speed or Increase Core Frequency for attack speed :P
2.) Improve/Add Laser Pointer? :D probably something for terran...
3.) Increase Launch Power (more pressure -> bullet impact further away)

I just hope it will turn out good.
1st: I'd be able to play more custom maps with friends,
2nd: I guess it'd give me the needed motivation to continue my 2 started projects and ofc. test them better :P

It compares the difference in cliff level height (0 (same height), 1 or 2) of the two locations you add in the validators data fields.
So if you only want the effect to fire when the source and target location are at the same cliff level, then use "Equal to" and value 0. :)
Atleast that's how it should work...

In case you mean ingame - I don't think that's possible since start locations are points, not units.
In case you mean in the editor - go to Map -> Player Settings and attach the start locations to the players.
In case that's not what you wanted to know - please explain your problem further XD

Sadly there will always be players that don't know about this issue and play the map anyway.
Basically first page + interesting name + easy to play = popularity
Popularity + well polished and fun/addictive map = even more popularity :P

I work with it from time to time when I'm bored.
Mostly the level design aspect, though. :P
